Understanding the New Civil Society Covenant

The UK Government’s Civil Society Covenant, published this summer, sets out principles to guide stronger partnerships between government and civil society. For charities, social enterprises, faith groups, unions, funders and community organisations, it’s a reminder of the vital role they play in society and how government can work alongside them rather than expect them to fill gaps.

The government emphasises that:

  • Britain’s civil society is an integral part of the nation’s identity. A strong, independent civil society working in partnership with government can help create a fairer future for all.

  • Civil society is a source of innovation and new ideas.

  • Government should work with civil society, not expect it to replace public services.

At the heart of the covenant is a balance between independence and collaboration. Civil society organisations are encouraged to share knowledge, contribute their voices, and work transparently and accountably with the funding and resources they receive. Progress will be reported on annually to ensure the covenant’s effectiveness.
